On December 15, 2023, the Memorandum of Understanding on the Liberalization of Exclusive Air Cargo Services between the Civil Aviation Authorities of the Member States of the Latin American Civil Aviation Commission was submitted to the Member States of the CLAC for signature. On this occasion, Brazil, Chile, Costa Rica, Cuba, Panama, Paraguay, Peru, the Dominican Republic, Uruguay and Venezuela signed the MoU. The MoU has been made available for signature by the other states whenever they wish. A Seventh Mutual Freedoms regime for exclusive air cargo services will be established in the geographical area consisting of the States signatory to the MOU. The MoU incorporated the positive experience of a similar but temporary tool used by CLAC during the pandemic.
